  1. Combine the beef with the garlic, ginger, fish sauce, five-spice powder, and brown sugar until evenly coated. Marinate for 30 minutes.

  2. Heat the oil in a large stockpot or Dutch oven over high heat. Add the lemongrass lengths and infuse the oil for 1 minute. Add the minced lemongrass and garlic and cook for 2 minutes.

  3. Add the onion and cook until translucent. Add the marinated beef and brown evenly on all sides. Add the tomato paste and cook uncovered for 5 minutes.

  4. Add the water, coconut water, star anise, black pepper, chili powder, annatto, and paprika. Bring to a boil, reduce the heat to medium-low, and simmer covered for 1 hour.

  5. Add the carrots, salt, soy sauce, and chili oil. Simmer for another 40 minutes.

  6. Remove the large lemongrass stalks and any star anise pods. Cook the noodles according to the package instructions, transfer to bowls, and ladle the stew over the top.

  7. Garnish with cilantro, Thai basil, and raw onion. Serve with lime wedges.
